CHAIRPERSON’S ANNUAL REPORT  2002-2003

 

Since the last AGM, BHA has been steadily evolving by fine tuning its organizational practices, consolidating its network, researching and exploring joint ventures.

 

As yet we have not been able to se= e our proposed joint venture with BIRCH, the Housing Co-operative, to build anoth= er 8 houses becomes a reality.  How= ever it has strengthened our bonds and we are presently working on a proposal to= work together and BHA possibly managing the eight houses that make up the Co-op.=

 

One serious drawback has been a mysterious fire which destroyed one of our 3 units in Jipsie Crescent.  Department of Housing and Works has replaced this unit with a one bedroom flat in With= ers.  Much to our dismay, Bunbury City Co= uncil is not allowing the re-building of the burnt out unit in Jipsie Crescent du= e to R30 zoning laws and this is proving to be most inconvenient.

 

Another blow was the burglary of o= ur office and the wanton destruction of a carefully collated filing system. It took many weeks to restore somesemblance of ord= er and stolen items have been replaced by our Insurance.

We have since upgraded our security systems and thus hope to minimize such future problems.

 

Despite these mishaps, BHA has gro= wn in strength, financially and otherwise and it has established itself firmly as= an alte= rnative key provider of affordable, secure housing in the South West region.

 

A big thank you goes to our valuab= le, dedicated team of staff and other contributors led by the tireless, enthusiastic efforts of the Executive Housing Officer, Renate.

 

Thank you to our Committee Members without whom a non for profit Organization such as ours would not exist.

 

Thanks also go to the Dept. of Hou= sing and Works, Bunbury City, Centerlink an= d the entire established community network as an initiative such as this could ne= ver operate successfully in isolation.

 

BHA hereby re-affirms its commitme= nt to the concept of the Caring Landlord and to fulfilling its objectives.

EXEC= UTIVE HOUSING OFFICER’S REPORT 2002 – 2003

 

This= Community Housing Association has been in existence for 61/2 years and intends to be = here for many more years to come.

We m= anage a Lodging House (capacity 18) for single men plus 43 properties 7 of the houses/units are in Busselton.

 

The majority of properties are hea= d leased, 9 of them are deeds of trust  =

all<= /span> of = the properties are from the Depar= tment of Housing and Works= .

Ther= e are five separate components to the organization=

 

1.&n= bsp;    The = Lodging House.

2.&n= bsp;     Youth Project which consists of 2-3= units for young people aged 

       between 17-25 years.=

3.&n= bsp;     Community Housing Project (CHP) tar= gets low income earners

 Generically. It = is composed of 3- 4 bdr.houses, 17- 3bdr.houses,

 7- 2bdr. Houses and 1 bed room Uni= t.

     4.   The Community Disability Housing Pr= oject (CDHP) targets low

        =     income earners affected by mental illness= who receive support

        =     via Pathways or LAMP (12 uni= ts are reserved for this project).

5&nb= sp;       As of one month ago we are also the managers of Lotteries House= .

This is a separate self-funded project<= /span> and involves 12 community

Agencies.

20-2= 5% of our housing is for indigenous people who are particularly disadvantaged in = the private rental sector.  BHA staff works closely with<= /span> the tenant advocate from South West Aboriginal Medical Service to form a valuable link and assist people with tenancy issu= es.

The = networks in the community are particularly important for appropriate referrals and support to maintain our tenancies.

 

Pres= ently we house just over 150 adults and children and have around

130 people on our waiting-list.

 

Special thanks go to my co-workers= Theo, Shirley, Diane and Brian for

thei= r ded= ication and hard work. We make a great team.

Financial Status:

 

Yearly income at June 2002 was sta= ted in the audit as $359,563.00, this included grants of nearly $40,000.00. The ye= ar 2003 does not include

any<= /span> gra= nt assistance.

Expenditure for 2002 was stated as $273,505 leaving a surplus of $86,058.00. In the Budget $87,000.00 was committed to a Joint Venture

whic= h is = on hold at present.

 

INCOME at June 2003 was stated in = the audit as $331,237.00.

EXPENDITURE was stated as $279,423 leaving $51,814 uncommitted funds.

 

By the end of this financial year,= June 2004, BHA hopes to invest a good portion of its uncommitted funds into providing = more houses for

the<= /span> peo= ple on its waiting list.

BHA undertakes yearly waiting list reviews.

The statistics clearly show that s= ecure long-term housing needs are not being fulfilled.

 

Due to unemployment, disabilities,= lack of skills/knowledge and discrimination many people are unable to compete in= the private rental market and have to live in overcrowded, sub-standard or too expensive housing.

 

BHA sees itself as an alternative housing provider, who forms a relationship with its tenants to assist them = in maintaining their tenancies. We also see it as our role to refer people with special needs
